The 2nd Pandayang Lino Brocka Political Film and New Media Festival


From the auditorium to the eskinita, marketplaces, union offices and picketlines where it was first held in August 2009, the Pandayang Lino Brocka Political Film and New Media Festival is again launched to reach to more youth and students, workers and urban poor. Documentaries from alternative media groups, multi-awarded films and works from Filipinos abroad flocked last year’s film fest, where they gained audience among the masses.

The 2nd Pandayang Lino Brocka festival is open to all students, independent or amateur filmmakers and film collectives. Interested parties may submit audiovisual works of any genre, length on the theme human rights (includes economic, social, cultural and political rights). 

Deadline for submission of entries extended until June 30, 2010.

Rules:

Call for Entries
Students, independent or amateur filmmakers and film collectives (also referred here as entrants) are encouraged to submit their works for selection and possible screening in the festival. Call for entries is from February 5 to May 31, 2010.

Entries accepted:

  • Works from varying categories: documentary, narrative, experimental, animation, motion graphics, PSAs, etc. on the theme human rights (includes economic, social, cultural and political rights.)
  • Works from year 2005 onwards accepted. Works already submitted to the film festival need not be submitted again. The activity aims to collate the efforts in political cinema production.
  • Works from Luzon, Visayas, Mindanao and NCR shall have representation in the screenings.
  • Special attention given to works on children’s situation and participatory video/media production.
  • Works exhibited in other festivals or awarded prizes previously are accepted.


What to submit:

Send the DVD of the work. DVD may also include trailer.
Send a separate CD/DVD for the soft copies of the following:

accomplished entry submission form with film info (include citations film has garnered, ratings from ratings board if classified) and cast info
2 stills of the film, 1 photo of the director, posters, etc.

Rules and conditions:

  • Works submitted must come from individual or groups of Filipino descent.
  • By entering the festival, entrants warrant that: (a) their entry is their original creation; (b) they have the right to enter the work in the festival and allow its exhibition.
  • There is no registration fee. Entrants shoulder the cost of posting/sending their work.
  • Entrants may submit more than 1 work.
  • Submitted works will not be returned. Entrants are advised not to send their master copy.
  • Entrants reserve the rights and ownership to their work.
  • Works submitted become part of the collection of Pandayang Lino Brocka and shall be
  • used continually to develop and popularize the program of the festival.
  • Entrants allow the organizers (TUDLA Productions) to screen and open their works submitted to the festival for public viewing under the program of TUDLA Productions and
  • Pandayang Lino Brocka Political Film and New Media Festival.
  • Only entrants with selected works will be contacted.
  • Entrants shall receive certificates if their work shall be selected.
  • Decision of selection committee is final and cannot be challenged.
  • Certificates for special citations (Viewer’s Choice, Jury’s Choice, Special Award for Films on Children, Special Award for Participatory Media Production). No cash prize is offered to works selected for screening in the festival and their producers.
  • Entrants are open/willing to attend and invite audience to the screenings, workshops and the talks. For the workshops, they must reserve their slot.
  • Barring any unforeseen circumstances beyond the organizer’s control, the festival shall be held in August 2010.


Screenings

  • Screenings shall be free of charge. In some legs, organizers may request for a minimal amount as donation to cover overhead expenses.
  • Screenings in the schools and by the selection committee shall be encouraged to hold a votation for the following special citations: Viewer’s Choice, Breakthrough Work, Special
  • Award for Films on Children, Special Award for Participatory Media Production.
  • Screenings in the indigent communities shall be encouraged to open a forum for mass criticism.
  • List of films to be screened in a particular venue shall be announced prior to the screening. Order of films and list of films are determined by the film fest secretariat.
  • Other screening dates in venues not previously covered by the festival may be added.
